The rules that apply here
Or. RPC 7.2(b) allows paying the usual charges of a lawyer referral service, but Oregon State Bar Formal Ethics Op. 2007-180 requires those fees NOT be based on the number of referrals, retained clients or revenue generated. Flat and cost-based fees are permissible; a volume- or outcome-linked cut is not.
